Is it safe to say that Pharah completely dominates all metas below diamond?

I've never played at diamond rank (2800-something is my career high) but I've that, in my personal experience, that Pharah is THE singular most difficult hero to deal with on her own. My theory is that up till at least plat people simply aren't good enough at hitscan heroes to be able to consistently deal with Pharah.

To test my hypothesis I decided to swap from Reaper, my best character, to Pharah, someone I have NEVER played in ranked, in the middle of a ranked game we were losing pretty handily.

We won :p.

TL;DR I've been noticing that Pharah seems extremely dominant and was wondering if anyone else felt the same.
