non-performance boosting mods

Hey guys, i was looking back through some old posts, and i found some camo and aiming circle mods. I have 2 questions about these:

1: Are they safe to use? I want to download them but not at the cost of being banned.

2: How do i install them into blitz? Do i have to download it from the App Store to? Where to i put the files?

Any help appreciated.

Here is the mod "store" i am looking at: here

EDIT: This is the actual mod i am looking into
