Should NASA purchase China's Shenzhou spacecraft for 2019

Should NASA purchase two Shenzhou spacecraft for Astronaut taxi rides to the ISS in 2019. Being that Boeing & SpaceX have faced delays trough 2018. Giving a Shakey 2019 start for commercial space.

Purchase from China would give 3 years lead up time.
