Possible to create moveable menu/toolbar thing over sheet?

Okay, I've searched and googled and binged every excel forum I can find (including this one) and I'm either typing in the wrong keywords, losing the solution in the chafe, or it's just not possible.

I'm trying to essentially create a "control panel" of buttons (to call macros) and export text. It is important that these are floating (ie. they do not scroll down the page, they remain in the same monitor space regardless of scrolling), and ideally moveable. The text output space is not extremely important, but I think it would be a very valuable addition rather than using a slew of popups as we currently are.

I've created a mockup in MSPaint to better explain what I'm thinking.

Please let me know what the best way to handle this is? I've tried userforms, but can't seem to get them working exactly as I've indicated above. If I need to stick with them, any tips on making them more like my above example are extremely welcome and appreciated!
