What would happen if it was illegal for men to talk to women without their consent?

So, with all the drama about free-speech and hate speech in the news, I thought to put a twist on it more suited for PPD.

What would happen, to society, if it was made illegal to talk to women without their consent? Now, some rules for this law:

1. This only applies in a social-sexual manner. Meaning only situations in which the intent of the speech is for the purposes of romantic, or sexual interactions. So in places like a doctor's office, talking in a court room, to law enforcement, or other business like scenarios would not apply.

2. Consent basically means if she agrees to you talking to her. So lets say if some guy approached a girl in the cafe, but she didn't feel like getting approached, she could call the police and have him arrested. However, if the girl is receptive to an approach, than that would be consenting to it.

So, PPD. What kind of effects would this have on modern day-to-day life? What would change in a society where women have complete control over their dating and sex lives?
