The Skill Power Bar...is it interactive?

I have a few skills that have a growing orange power bar pop up on use that grows right to max and dissappears. Is it interactive in any way? Its just that it LOOKS like it should be you know? Do I tap a key during or near the end it its' development to increase the power of the skill?
