Insulin Response

It makes sense that when you eat carbs, they get into the bloodsteam and insulin turns them into fat. But when insulin responses occur otherwise, such as from a artificial sweetener or anything else, like when eating protein or nothing at all, is the insulin going into the blood and turning something else into fat? Whatever it does turn into fat, without the insulin response, what alternatively happens to this substance?
