Finally bought a 1994 YJ and my mechanic just told me my frame is rotten. Should I attempt to polish this turd?

it's pretty bad in a few spots in the front and the back and they said it won't pass state safety inspection. Should I attempt to weld plates to it or call it a lost cause?
