Quick question about the conqueror.

I've been playing conqueror since beta and he's my absolute favourite character but I still have no clue what's the best when it comes to his weapon Head. Is attack or defense better? I guess I'm still understanding what this all means. I thought my defense was my shield. Do I need better attack or defense when it comes to my weapon Head?
