CS:GO Unplayable Lag! Need help!

So i bought CS:GO again on my new steam account on 2/10/17 and when i join any games the lag is so bad it takes 10 seconds to even put me on the team i picked. Then once i get in the game i cant even move and it lags for 10 seconds then is fine for half a second then it just repeats. Someone please help me. I have re installed steam and CS:GO twice. My internet is 30 down and 10 up and my internet works fine on every other game. I have noticed if im on discord and join a game on CS:GO my friend cant hear me anymore and i can hear his voice lagging like crazy.
