Question for bitcoin tech decentralization.

Spoiler

Miners seem to have all the vote power vis a vis version consensus and what determines the main chain.

Nodes are much more widely distributed than mining.

Is there a tweak / soft fork that could be done to put more power in the hands of non mining nodes than miners to ensure decentralized control via version consensus?

My concern is that mining hash centralized in one geo location could be subject to tyrannical dictates that are not in the interest of bitcoin holdes world wide.

How can we avoid this risk?
