Mods that expand the Green Border around, and create new, Green Bordered Settlements?

I was on break and overheard someone talking about Fallout 4 and a Mod that extends the visible border around Settlements. I tried asking them what the mod was called, but I got the typical "I don't know you, ___ off" response.

I remember there being mods during the early days of release that created new, expanded old, Settlement build areas, but these were all very basic, and did not create or expand the green border, so I ended up uninstalling them.

I guess that's all changed now, except I tried looking for border expanding mods, but only found the old ones that were available around the time of Fallout 4's release.

So, can anyone in the know point me in the right direction?
