Is there a balanced pvp EU server?

I decided to come back to wow and noticed the realm I played on before (Outland) was light on population, so I decided to change. Looked at https://www.wowprogress.com/realms/rank/eu/lang.en and it looks like it's super imbalanced (no idea if it always was, didn't get too far). The only server I found there was the defias brotherhood, but I have no idea how the whole rp thing works.

The question is, is the info on the site accurate?
