Should Mercy and Lucio be in 1v1's?

I was playing 1v1 games last night to get my arcade boxes, and just realized that Mercy and Lucio are the only 2 heroes that aren't included in the rotation. This somewhat makes since to me, as they're healers, but I still feel like they should be included in the selection. What do you guys think?
