no or very little alcohol at lunch reception

A couple points for context:

*45 guests (12 are under 18)

*ceremony and reception is from 11:30am to 4pm (we need to be out by 4pm)

*cocktail hour starts around 12pm, with lunch immediately after

*coffee, tea, and water provided

*the only out-of-town guests are my mom's siblings (they'll all be staying at her house)

FH and I were originally planning not to have any alcohol at all, but are now debating providing drink tickets. FH's family don't seem to drink alcohol at all from what I've seen. His sister got married last year in Hawaii and his family only had coffee and water. On the other hand, my family does drink quite a bit, but my parents have told me that they're fine not drinking anything at the wedding. My mom will be having her siblings over at their house for their own "after party" lol

Do you think 2 drink tickets per adult, and 1 ticket per child is ok? 1 ticket is good for a glass of wine, bottle of beer, or 2 sodas. Alternatively, we can provide an unlimited non-alcoholic beverage throughout the day (punch, iced tea, or soda). Unfortunately, we can only have one or the other as our budget can't accommodate it.
