Flaky/dry skin and scabs on face

I've been having an issue recently with strange flaky skin on my face. It's winter so my skin is a bit dry but I've never had this before. It started exclusively around my mouth so I thought it was to do with my boyfriend's beard but it's started to develop over more of my face and neck.

It presents as small enflamed areas almost like spots but when I rub them the skin comes straight away and they're raw and painful, within a few hours they'll scab over and look and feel horrible, the scabs are dry and often flake away themselves and I can't find a thing online that even looks similar. The spots around my mouth have started to clear up but I'm developing more and I'm not sure how to prevent them/how serious they are.
