How did shield manage to collapse so quickly?

Based on what we learned from the movies, Some(Kinda Most) of season 1 and various indirect references, shield was HUGEEE Before. So how do we see no remnants of shield in new episodes? Also, why does it seem as though shield is stupid weak even with the support of the U.S. Gov compared to the badguys with little to no funding? Like hell the last time they used the missiles on the quinjets was season 2! Even with hydra infiltrating shield at the time with level 9's and 10's being hydra how did shield manage to lose everything they had except a single plane! And while i love the current(For now) base there in, why dont they have the option to go to any of the other shield bases (like the could reinhabit the hub, the fridge anything) yet they continue to stay in the WWII Era base. It just seems un-realistic in this one aspect were instead of using any of the stuff they should have (bases, weapons, planes ect) they decide to send in our main team of agents to do everthing!
