PC not running as good as it could

Ever since i build this pc its never ran as good as ot could. Msi 970 gaming mobo Amd fx-8350 EVGA GTX 1070 SC CORSAIR CX750M 16gb ram 2tb hard drive 3840x2160 resolution I struggled with this pc until i found the gamefire optimizer, then bf1 went from playing at 26 fps to 45-50 fps and cpu and gpu was at full usage. Then all of a sudden it stopped working and i could not figure out what is wrong. Ive reformatted the hard drive twice and tested all if the components on another pc and they're fine. Any help would be appreciated.
