Best Cheap Camera and Mic?

Not sure if this is appropriate for this sub, but here goes. I'm looking for a decent, relatively cheap camera to do YouTube with. I would like if it would be less than $275, shoot in 1080p, and have external mic support. Any help is appreciated. I would also like a USB microphone for voice-overs, as I am planning on doing streams, as well as tech related videos. I don't want to pay more than $80 for this, but I'm not sure which mic to get. I would like active noise cancellation, and I want it to be able to be used with a boom arm and a shock mount. Thanks-E <3
