How does having an ex that hasnt moved on affect the possibility of rekindling a relationship?

If the initial breakup was on good terms due to mutual reasons like distance, timing, etc... how does finding out your ex hasnt moved on and is still pining after you affect the chances or rekindling the relationship in the future if circumstances change. How does him having done the opposite and instead grown and having been well off on their own affect those same chances?
