On 2 and likely soon 3 wailists

The problem is I'm a bad interviewer, although I had high hopes my 3.96 GPA and URM status could make up for it. No such luck. :/

Can anyone provide any perspective on how likely I am to get in somewhere? When does WL movement really ramp up? Also, I'm currently writing a letter to my top choice school explaining what it is I like about the school...is this what a LOI should include?

P.S. The reason I say likely soon 3 is my 3rd II was at my state school and took place in September. If they haven't accepted me by now, they're likely not that into me.
