We're well into 2017: Whats the status of HMCS Chicoutimi and HMCS Victoria

Obviously most information on our subs is OpSec and I understand that. AS A TAXPAYER however, I'd like to know what the status of the repairs to Chicoutimi and Victoria are. Repairs to Chicoutimi were supposed to be completed by the end of 2016 with a return to service in early 2017, with Victoria a handful of months behind Chicoutimi.

Have the issues with the welds been resolved? I've been a supporter of making things right with the Victoria-Class and a submarine capability within the RCN. One needs to be realistic however in operational days/year (over the 4 year EDWP cycle) versus dollars spent. I'm sure that nobody wants these boats in the water more than the CF/RCN but we, as taxpayers, are owed something for our dollars, no?
