Allies Won't Help Me Despite AOW Commands (Iron Man Game)

So I am attempting to get the Dracula's Revenge achievement, wherein you start as Wallachia or Moldovia, form Romania, and take over the entire Balkan region. So far I've made very good progress, and the only province I need to form Romania is Silistre, which is right on my border with the Ottos. However, while Austria and I fight for our lives completely surrounded by Kebabs like this was the movie 300, what are Georgia and Russia, my other 2 allies doing? I have Art of War, Cossacks, Common Sense, and El Dorado as DLCs. I know Art of War is supposed to let you give commands to allies and subjects, but whenever I try to signal them to come over to where the party is at, they refuse to come. They just stay in Crimea being completely useless and as a result it looks like I'm going to lose this war.

What can I do to make the AI stop being retarded and actually help me? I have tried fighting the Ottomans several times during this campaign and after multiple restarts because the same thing kept happening (Russia would do fuck-all and just sit most of her forces in the Crimea region) I've finally decided to make a post about it asking for advice. Please help me, I want this achievement so bad and I don't want all my effort to go to waste just because Russia and Georgia's AI is apparently awful.
