How I can fix error 800401E4 on Windows Update (Windows 7) and problem with adding an account

So when I go to Control Panel>User Accounts and Family protection>User Account and try to select Change Account Name, Change Account Type, Manage Another Account or even try adding another account nothing pops up, not even an error message or a loading sign, does anyone here knows how to fix this 2 issues without having to reinstall Windows 7?
