[PC] Sometimes the game starts at 25 fps, requires PC restart, anyone else?

Sometimes when i launch the game the game wont go over 25 fps. I have a 1080/i7 build and it only works when i restart my PC. Any idea what could be causing this? It happens randomly it seems.
