A problem with CTF themes/VSH menu

So I finally got those pesky cbmx/ctf themes to work. But whenever I restart my PSP, it only partially boots up the theme (icons are regular psp, background is the theme). Also the vsh menu does not work. The only way I get this working is by running fastrecovery. Is there any way to make my theme work just whenever I turn on my PSP? It's a PSP 2000, version 6.61 with the PRO-C custom firmware
