Should they increase the level cap in ranked

Im seriously tired of playing with lvl 25s all the time that end up backing out of the game. I typically play with a friend incase so we can get callouts but these lower levels, (not the ones in parties) are seriously on my nerves. They typically do not listen and back out of the game. Increase lvl cap or no? Thoughts?
