Help me pick a Capture Card

I am stuck between these 2, Elgato HD60 PRO (PCIe) and AverMedia Live Gamer Extreme (External USB3.0). I am also looking into BlackMagic Intensity Pro 4k just because of the 4k option.

As I am posting it in this subreddit, it should be known that it will be used for Streaming and Recording so it can be edited and uploaded.

So the lowest latency is a very important decision here. As well as the ability to record a great quality video for editing purposes.
