My screen has this 'flickering' effect, and feels stutter-y even when my frames are stable.

I've been experiencing this stuttering effect, even when my frames are stable (~270FPS) @144hz and freesync on. I've downloaded the latest drivers, and it still persists. Has anyone experienced this? I even turned V-sync on and off and both times it just won't work.
