Ick or something else?

If you look at the album there are some clearer photos. My betta has had this for over a week (I've been treating with aquarium salt and API super Ick cure) and I have yet to see an improvement. Am I dealing with a hardy ick or something else? I did research and it kinda looks like a tumor but I'm wondering if it's an infested scale?

My betta's tank is a 5 gallon Top Fin tank with a built in filter. I do about 20% water changes every week. He is acting normally and eating well.
