PS4 Player Dedicated Server Vday event

Does anybody know how or if it is possible to activate the vday event on a player dedicated server? It says to enter -vday into the command line but when I do i see nothing that states it is activated. Tried mating dodos and it is still 2 days between mate intervals. Any help would be appreciated.
