Dust Refund Question

So Blizzard said they are going to give us a dust refund without having to disenchant the cards. Now, is there still a full dust refund if we disenchant as well?

For example:

• I have 1 Rag and 1 Sylv. I get 3200 dust from Blizzard.

• Then I disenchant both, getting another 3200 dust.

Or is it:

• I have 1 Rag and 1 Sylv. I get 3200 dust from Blizzard.

• Then I disenchant both, getting 800 dust.
