Building on Barren with the shuttle isn't working.

I landed in one spot on Barren with my shuttle and built a smelter off of it. After that I went back to Terran and then back to Barren. I proceeded to land in a different spot on Barren and tried to build off of the shuttle again. I have all the required resources and nothing has changed from the last time I built off of the shuttle, but the blue ring icon won't even appear on the tube thing (I'm not sure of it's actual name) and thus, I can't seem to build off of it at all anymore. I've wasted a ton of hydrazine trying to figure out the problem but I can't. If anyone has any answers or anything that would help, please reply. Any help is appreciated!
