Armor "coats" missing

Maybe it's me missing something about the armor sets in the game, but armors like "Unit Leader" or "Legendary Strategist Garb" have coats and while I wear the armor, the actual coats do not appear.

What is going on? Is it a bug? Am I doing something wrong?
