Can someone help me to understand the structure of an specific Act within the 'Immigration and Nationality Act' (INA)?

Hello, I had posted this in r/legaladvice, but I see now it was not the correct place to post. I was wondering if someone might be able to give me some guidance here, on the structure of legal documents, to clear up my confusion below. I'm appreciative of any advice you can provide, as I have no background in law.

I am trying to learn a little bit about the 'Immigration and Nationality Act' (INA). (The INA can be found on the official uscis website, here): https://www.uscis.gov/ilink/docView/SLB/HTML/SLB/act.html

You will notice on that link, it has links to the various acts that make up the INA. One of those, is an Act 214, for admission of nonimmigrants in to the US. Here is a link to Act 214: https://www.uscis.gov/ilink/docView/SLB/HTML/SLB/0-0-0-1/0-0-0-29/0-0-0-3422.html#0-0-0-208

I had also been given a link to something called Act 214(h), which is also part of the INA. It is also on the uscis website, here: https://www.uscis.gov/ilink/docView/SLB/HTML/SLB/0-0-0-1/0-0-0-29/0-0-0-3422/0-0-0-3751.html#0-0-0-655

Since it is called Act 214(h), I assumed it was a sort of subsection of Act 214. However, the text in Act 214(h) (3rd link), does not actually appear anywhere in Act 214 (the second link). Because of that, I thought maybe it was entirely independent of it, and that maybe the general outline of the INA (first link), would have a link to this Act 214(h), but it does not either. I was wondering if someone could help me understand then because I'm a bit confused. Is Act 214(h), something different from Act 214? If so, why doesn't it have it's own section in that main outline (first link)?

The reason I ask this question at all, is because it makes me wonder if there's other sections, such as that 214(h), which is not on the main outline, but still part of the INA, and which might be of interest to what I'm studying about - meaning, I'm worried if I'm missing out on important pieces, and if I am, where can I find those missing pieces? Thanks so much and I'll appreciate any insight, thank you.
