How is mentorship supposed to work?

I heard that the Navy is supposed to have some sort of mentorship program, and I looked up this booklet about the regulations and obviously, I'm guessing the "mentorship" program is about "mentorship" as the PACT SN is about "trying every job and getting training." Maybe I'm hopelessly optimistic here, but I'm in a somewhat different situation being a well educated and having a decent civilian work experience, but being trapped as PACT SN.

I was told my LPO is the "mentor" for all PACT SN, but I don't think we really do anything as I understand the program.

That means I'm putting in for a ton of different programs and the issues I have (like college courses, since I already graduated) are a bit different, so I don't quite have access to any people in the same situation. I've also been trying to get started on stuff like ESWS or guidance on what I'm even supposed to be qualifying for and schools and not gotten a lot of traction and I've finished a bunch of random packets (whatever I could convince my training LPO to print out) but I can't get boards to finish them.

Having someone like the mentorship program is written on paper would be extremely useful. Is there some sort of online portal or program that would let me initiate the process or change who my "mentor" is? Nothing I can find about this program actually explains how you're supposed to get a "real" mentor.
