Few questions on buyers

Do users get feedback as buyers? Someone wants to buy an item of mine and has 9 transactions but no feedback. Is this because buyers don't get feedback or because the transactions were completed too recently. Is there a way to see when the account was created and the times of their transactions? Maybe I'm paranoid but couldn't it be someone who just made a new account, bought a lot of items, and is planning on scamming the sellers? I'm just sketched because the person offered me 5$ more than my BIN, said he wanted it within 5 business days, but then changed his mind to he could wait up to a couple weeks...
