Question on blank car title I own in Georgia...

So in 2009, my step-dad bought me a truck. We worked on it together as a project. He bought it from a county, as it was a county vehicle. County signed off on the title, but my step-dad never signed his name on it. My step dad died in 2014. That area on the title is just completely blank. Went to the tag office and tried to get it put in my name, but they said I'd have to get a bonded title, since it was never put into anyone's name.

Though several people have told me all I'd have to do is sign my name on it, and it'd be in my name. (Sort of like a blank check). I assume my step dad left it blank intentionally, so I could just put it straight in my name.

Anyone know the legalities of me signing that Title? It's for an old 89 GMC pickup.
