Rock Band Rivals - PS4 - Jaguar Guitar won't pair

My new blue PDP Jaguar guitar will not pair with my ps4. It powers up just fine, but blinks slow like it's waiting for the PS4. Holding the power button in longer does nothing. Never goes to rapid blinking.

Anyone have any suggestions?
