Hidden Power in the game now?

I just caught a Starmie with hidden power Dragon, my brother caught the same Starmie with hidden power rock. I had always believed that hidden power was determined by IVs, I also thought that Pokémon caught in the wild would have the same IVs for everyone who catches it. Does this mean IVs have been changed?
