Bad Performance on 1070/7600k in GTA V.

There is bad performance in GTA V. like, very bad performance, frame drops, etc. And even this happens.
I'm running at 1360x768, everything maxed out, all antialising on maximum, Vsync off.
List anything you've done in attempt to diagnose or fix the problem.
This partially was fixed when i used x2 resolution scaling. Suddenly 60fps was stable and no glitching. Sending it back to lower graphics glitched it out into heaven as shown in picture abdove.

I finished building this PC today, i'm still testing out things, but this certainly isnt something i was looking to happen. Other games seem to run without much issues, i'm still up to checking if performance is okay.
