Homestead glitch

I do the quest to get a house. I get the small apartment. I buy a 1.3 million gold house. And yet every furniture merchant or achievement furniture merchant i go to has blank inventories. I've heard other people are able to buy things off of them from achievements.

How do i fix this glitch?
