Why would Champa pick Frost for the Universe 6 team?

Many people are confused as to why Champa will pick Frost for his team during the tournament. As we already know, Frost is on the run as a criminal and is shown to not be liked by Champa. We also know that he is on the Universe 6 team for the current arc because of the new opening even through he did some pretty bad things during the 6 vs.7 arc. I think that Champa picked Frost because of something that both Frost and the Grand Priest said. During 6 vs.7 Frost told Vegeta that killing and rule breaking is his area of expertise, and we know that in this tournament poison and going all out is allowed because of what the Grand Priest said last episode. This means that even though Champa doesn't like Frost, he had no other choice but to put someone like him on the team because of how strong he is and the fact that killing/poison is allowed. P.S.
