dose anyone else feel like Legacy Character Effect looks rather odd after moving?

its like this one dimensional glow effect that is glued to the center of the screen. i really love the idea of it, it reminds me of d2 sets but its just really off putting when i put it on then moved.

am i alone in this thought?
