Wondering if this is a good deal

Hi I haven't really ridden a bike since I was a kid. I did buy a bike a few years ago but it was all wrong for me. I'm kind of a short fat guy and the bike I got was way too tall and I can't really lean over on the handle bars for long periods of time. I'm looking for a bike to possibly ride to work but mostly ride around the city in the evenings and weekends. My city does have some paved trails to get around the city but they don't cover my way to work unfortunately. I found this site about a year ago(I think on the bicycling subreddit) but haven't really had the extra funds for a bike. I've set aside money from my tax return to get me something. I like this style but not sure if the brand is reliable. I'm looking in the $400-$500 range but am trying to stay close to $400. If anyone knows anything about this brand or if this site is legit I'd love some insight.
