Cheap but good recommendations

Hi guys I live in la and drive 50 minutes to school 4 times a week. Recently it's been raining and la people can't handle that.

I was wondering if you people could give me some recommendations on cheap (poor student budget of <100) cams and whether dual cams is necessary.
