FPS Help

Hey guys, I recently had to Re-image my PC (thanks windows 10), and now when I load up D3, I'm not getting more than 33 fps. I'm running with a GTX 1060, an AMD CPU FX-8350 Black Edition 4.0 GHz processor, and 32 GB of Ram. My Graphics Drivers are up to date. I can drop all of the setting as low as they can go, and that didn't change anything.
