Help me Remember; Sega Game, RPG, mid-late 90's…

I am trying to find this game form my childhood. It was a Sega strategy RPG game from the mid to late 90's. The feature I remember most is one playable character had three blue glowing orbs that surrounded her, and would spin when she cast spells. You could choose from one of many teams, many of which seemed European inspired. Ringing a bell with anyone? thank you for your help.
