where should I move and why?

I'm 19, and currently living in Scotland. In 2-3 years I plan on moving once completed my Police Training and I need help on where to move. I already have in mind Canada/AUS/USA but really am un-decided.

1; I'd like to move to a relatively warm country however I do enjoy cold climates with Snow hence why I mentioned Canada.

2; I'd like to move to a country that will enhance my living experience and make my life better, people, scenery, even salary (remember I'm gonna be a cop)

3; I'd also want to move to a good average sized city (with relatively affordable costs of living) however I'm always open to everything, purely because the cost of living will be super high in large cities like Sydney/California and I'll be living by my own which wouldn't be ideal spending like 70% of my income on rent. (also low-ish crime rate I guess would be a bonus)
