Let's talk about Dragonite move sets (old and new)
Dragonite's available moves have changed substantially. It cannot learn Dragon Breath (fast), Dragon Claw (charge), or Dragon Pulse (charge) anymore, and instead can learn Dragon Tail (fast), Hurricane (charge), and Outrage (charge). It can still learn Steel Wing (fast) and Hyper Beam (charge).
Additionally, the damage and speed of all of the old moves appear to have changed. I've compiled the DPS of each of all dragonite moves, old and new, pulling from this post of the current game master data - https://www.reddit.com/r/TheSilphRoad/comments/5ujflu/readable_move_info_from_new_game_master/ :
[legacy] Dragon Breath (Dragon) Fast. Damage: 12. Cooldown: 1000. DPS: 12.00
Steel Wing (Steel) Fast. Damage: 12. Cooldown: 1300. DPS: 9.23
Dragon Tail (Dragon) Fast. Damage: 15. Cooldown: 1550. DPS: 9.67
[legacy] Dragon Pulse (Dragon) 2 bars. Damage: 90. Cooldown: 3600. DPS: 25.00
[legacy] Dragon Claw (Dragon) 3 bars. Damage: 50. Cooldown: 1700. DPS: 29.41
Hurricane (Flying) 1 bar. Damage: 110. Cooldown: 2700. DPS: 40.74
Hyper Beam (Normal) 1 bar. Damage: 150. Cooldown: 3800. DPS: 39.47
Outrage (Dragon) 2 bars. Damage: 110. Cooldown: 3900. DPS: 28.20
Note that these numbers DO NOT have STAB accounted for.
Not accounting for energy production or dodging, it appears that from a pure DPS perspective, the best legacy attacking move set is Dragon Breath / Hyper Beam, while the best current attacking move set is Dragon Tail / Hurricane. Without a more detailed analysis, it remains unclear which of these is actually the best overall.
Please let me know if this analysis is sound. Thanks for reading!
EDIT: An additional thought that I had was that I don't particularly like these changes for Dragonite for one big reason... Previously, both fast moves had great uses - Dragon Breath for attacking, and Steel Wing for defense. With the two new potential fast moves for Dragonite, Dragon Tail appears to be better for both attacking and defending. Thus, half the time you evolve or catch a Dragonite, it's going to have a strictly worse move set. That's not super fun.
EDIT2: It appears that a more detailed detailed analysis using weave damage, aka accounting for energy generation, still has Dragon Breath / Dragon Claw on top:
Dragon Breath / Dragon Pulse is a close second, and Dragon Breath / Hyper Beam is only a couple % behind. As far as new move sets go, this analysis seems to indicate that Steel Wing / Outrage is best for offense, and that is corroborated by these damage charts:
https://drive.google.com/drive/folders/0B6T-D0b8YEfCblpZMGw5SHBkdUU
However, returning to the weave DPS google doc, it does appear that all new move set Dragonites are significantly worse on offense than any of the legacy versions with Dragon Breath. Great for those of us that already have a bunch of attacking Dragonites, significantly worse for people still working towards their first.
Moral of the story: a pure DPS analysis like I conducted originally in this post is really a bad way to go about things!
EDIT3: Based on this new information, Steel Wing is the best new attacking fast move, while Dragon Tail is the new best defending fast move. Thus, my original EDIT is not correct - each fast move still has a defined role that it is best at. Fewf!
